Neither UPenn nor WashU is located in the "inner city" of their respective cities. Temple sees the vast majority of the philly inner city population while SLU and other St. Louis area hospitals do the same for St. Louis.
Both are great schools. However, neither has a large focus on serving low-income or underserved populations.
A correction for posterity reading this thread:
WashU is the sole non-profit hospital in St. Louis. SLU's hospitals are owned by a national for-profit hospital corporation. The amount of uncompensated care given for the inner city population at these places reflects this difference. Even though WashU is not in the inner city, it's only 1.5-2 miles from the dividing line with the poorer north St. Louis.
