What is a good Buffer for an anti-BSA ELISA?

I am trying to create a homemade sandwich ELISA for detection of BSA. The problem I am running into is, most of my current buffer has BSA in it as a "blocking" agent to prevent targeted analyte to stick to the wall of the well. I tried to take the BSA out of the buffer but got very high background count. Does anyone have suggestion on what type of buffer I can try?
