"The American Council of Graduate Medical Education withdrew accreditation from the program earlier this month following a site visit on Sept. 18. Accreditation is set to end on June 30."

If the program is losing accreditation the PGY-6 is probably at the level of a PGY-3...not ready to practice independently.
 
Based on the fact that things need to get really, really bad for a program to lose accreditation. Also the following line makes it sound like the program has failed to provide a teaching environment:

"We are going to appeal together to recreate a teaching environment, with both sides participating, that will create an optimal teaching environment.”

Did you read the article? What makes you think that a graduate of a program that can't even meet basic minimum requirements is ready to practice independently?
