Waitlisted without being told?

I'm trying to draw some sort of logical conclusion based on these facts:
1. Program states my application is to be reviewed soon.
2. Program has already sent out several rejections to other applicants.
3. Program has already sent out invites for interviews to people who submitted application long after me.

Was I "waitlisted" for an interview without them saying so in those words?

Most don't tell you that you are waitlisted. The only email I have gotten which states that is JHU. I've got like 20 open apps with no response.

hmmm...didnt know that. but it makes me feel a little less confused at least.

I emailed all the programs I haven't heard from in order to get some type of answer. I got a response from about 2/3.
