will the navy and army be offering the 20k bonus for students starting in the fall of 2009?

As far as I've heard, the answer to your question is yes.

My recruiter (Navy) was hesitant to give an unequivocal "yes", due to the weakening economy (whose taxes pay for the bonuses) and the increased number of interested students.

Actually I work in the office where this goes through. The Army will have the $20,000 bonus through the next year.
