They haven't rescinded the Navy bonus. There just isn't any money for it right now. So, until our congress decides to stop jerking off on the job and start writing up a PROPER defense bill, then the money will not be available. They are still planning on having the bouses, but they cannot guarantee them until there is money set aside for them. No word on whether they will give bonuses retroactive to the date they get the budget approved.
