I don't see why you wouldn't? There are pros and cons to it, but if you don't participate you basically only get the drawbacks without any of the rewards.

It didn’t really matter for DOs anyway from my understanding, because you couldn’t send them to places you rotated or home programs. Those two are basically the places DOs were matching
