Things have changed. When I went through basic training my drill sergeant was married to an officer that was a company commander somewhere else - that was mid 90's.

You still can't date an enlisted soldier if you are already an officer. Most likely they were married before she went to dental school. It's ok to stay married if one became an officer after the fact.

it is still illegal to fraternize with an enlisted soldier, just as it was then. how can someone marry another, without fraternizing?

Prior to 1999, the Army had a different definition of fraternization. As long as the enlisted soldier and officer were not in the same chain of command, they were allowed to date. The Pentagon forced the Army to change policy to bring it in line with the other services.

I can guarantee you that this still does occur though. The dating is done behind the scenes. They get married without people knowing (or a select few who will keep their mouths shut) and by the time the command finds out, they are already married. By this time, the command usually doesn't do anything about it since they are now married. It isn't always this way, but many more times than not they get away with it.
