When do prelim interviews get sent?

Hello fellow eye lovers,

While I am obsessing over ophtho interviews, I am a little clueless wrt prelims and have a few questions.
1) When do prelims start sending out interviews?
2) When is the latest they send invites out? Have just added some more programs in cities where I've scored ophtho interviews... How late can one add programs?

3) Should I email programs in cities where I have ophtho interviews to ask nicely pretty please if I can have an interview?
