What is the consensus on whether or not we need to file a tax return to use special loan payment

I read an old thread that said you needed to file federal taxes to be eligible for IBR, cheap payments, etc... in residency. I also read in that same thread that it doesn't matter if you file anymore.

My financial aid office told us to file for 2016 because we can use tax returns as proof of income for the repayment plans. I believe you could use your PGY-1 contract as proof but that would make your payment higher in that first year of residency.
