It would help to have some context to see exactly what you are talking about, but -> P wave is an atrial depolarization. Non-conducted P waves do not produce a QRS complex for some reason, indicating possibly an AV block. Basically, the electrical signal generated by atrial depolarization is not transmitted to the ventricles.

Here is an example non-conducted P wave in the context of an AV block (I guess this is a second degree AV block type II). Note the 5th P wave that does not produce a QRS complex after it. This is a non-conducted P wave.

does that mean both p wave and QRS are missing or does 'dropped' mean something else

A dropped P wave is the same thing. Just means there was a P wave but it did not conduct to create a QRS
