UCLA's Reapplicant Program (UC Consortium)

Does UCLA only have 5 spots per cohort? The UC Consortium and UCLA's RAP website that 2 cohorts only have 5 students each so I am wondering if this is the cap or do they only have 5 people each cohort because they only accept reapplicants and can potentially accept more?
