SOAP/Scramble: should I be in the US for this?

Hello! I am a current-year applicant to Family Medicine and I was wondering if I should physically be present in the United States for the SOAP/Scramble with a US phone number. I ask this question because I think I heard before, although I am not sure how correct it is, that some programs don't bother calling/contacting phone numbers that are not US numbers. I am wondering if the process has changed more so that interviews are first arranged by email, then either video or voice calling is used for interviews or if it is mostly by phone still because of the short turnaround times for the SOAP matches. If I ran the risk of not matching, I would do EVERYTHING needed for this to not happen. If I need to be in Topeka, Kansas tomorrow morning at 8 am, then I'm there. I would definitely, at the very least get a us phone number and have a domestic address.
