As far as I know Navy and HPSP is fine. Class of 2016 and Class of 2017 have several students on the scholarship.
The issue is your specific recruiter may not have the correct information, I've heard that's common. So if they say no try and find someone else.

As far as I know, navy is the only branch that readily converts 4 year to 3 year if you choose to go to Pacific. In class of 2017, we have 11 people on Navy HPSP and I think 1 on army, but I'm pretty sure that they had previous service and have it somehow related to GI Bill or something, not too familiar.

Army will convert a four year to three in order to accomodate UoP - providing there are any slots to convert...
