Sending more than 3 professional evaluation letters

Hello,

As you know well, most programs requires 3 PEL to be submitted.
I have received 4 PELs so far, since a few schools requires 4.
And, I was wondering if it would be wise to submit all 4 to all the programs, or just pick 3 that I assume to be most appealing.
Any thought?
