Q pertaining to release of ACGME spots

Should an advanced position be filled by someone who didn't match into a PGY-1 spot, when exactly are they released from the advanced position by the ACGME or by the governing body for that specialty?

Apologize if it's been asked before, I tried searching for the answer first.

The release comes from the NRMP. The program can ask the NRMP for a waiver. They could do so now, if they wanted. Or they can try to be flexible. There is no exact timetable.
