negative binomial regression?

I've volunteered to discuss/outline this article for lab and this term came up. I've looked online to find a definition but the answers are either too advance mathematically for me or they define themselves with another term i don't know, which leads to another, and then another.

Anyone one out there know what this is and feel's altruistic enough to explain it to this struggling with stats first year?
