Most lenient countries to allow foreign PS

Which countries (anywhere) are the most lenient in allowing physicians who were traind in a foreign country (especially plastic suregeons), to practice?
Basically, the least amount of obstacles,restrictions, red tape, retraining....

Basically,
I have a friend who is just about to complete her PS residency in brazil. She is a citizen of Ecuador. Her primary goal is to practice plastic surgery. She has no intentions of going back to Ecuador, And would like to know her options before she settles in Brazil. So , I know its a borad question. A spanish speaking country would be ideal. But, thats about as much as I can linit it too. Just looking for a country that has the least restrictions of a foreign trained, non citizen to practice in.
