If 60 yo diabetic pt is classified as high risk, but already has a baseline LDL of 67, do you still initiate high intensity statin?

Yes, but it depends on what guidelines your institution follows. Remember, statins have pleiotropic effects. It's not just about lowering LDL cholesterol.
Here is a cut'n'paste from pubmed:
"These additional properties include beneficial effects on endothelial function and blood flow, decreasing LDL-C oxidation, enhancing the stability of atherosclerotic plaques, inhibiting vascular smooth muscle proliferation and platelet aggregation, and reducing vascular inflammation."
