1. Have good training, a lot of cases, facilities willing to help and with other numerous good DPM attendings willing to participate at them.
^^ This is why fellowships are so popular now... easy to start, no regulations, and one group or even basically one guy can start them.
Any decent residency is the cooperation of many DPMs/groups and facility that supports the program in many ways. We have tons of bogus residencies that are basically just a small handful of docs, one non-teaching hospital, and that's about it.
