"first step in management" types of questions

Do they ask "what is the first step in management of the patient" kinds of questions on USMLE/Comlex step 1? or is that more a step II thing?

Step 1 is all about diagnosis.
Step 2 is when you get into "what the heck should you do next"

I took it yesterday, and the only first step in management questions that I had... were... "pt is diagnosed with this", so what would you RX them
