Fellowship in Canada then Residency in NY?

Hello guys,

Is it true that in order to get a NY residency spot, you must not do any other residency or post-graduate education besides the one you did in your home country ?
Is a Canadian fellowship considered as a PG education for NYS , and therefore could hinder chances on getting a spot in New York ?
