No. I would imagine admissions committee members collectively know every faculty associated with the school so it won't take long before the ADCOM finds out about this. I wouldn't risk them taking it the wrong way (an applicant attempting to start a project without even getting accepted has a pompous scent to it). If you get in before the summer next year, you'll have plenty of time after getting an acceptance to coordinate to find something to do pre-MS1 (assuming the school even allows that).

Do this once you have acceptances in hand. Otherwise it’s a waste of both your time.
