aPD says it doesn't really matter when you submit as long as you submit within the first week. As far as today vs tomorrow... I've applied to 19 programs. A grand total of 4 have downloaded my application today, and I can almost guarantee you that no one is going to review them until tomorrow. You will not be at a disadvantage submitting tomorrow.

Click on the ADTS and it will show all the programs you have applied to and who has downloaded your stuff

Does it truly matter?

I can't imagine it would matter. Any program that chooses people purely on the fact that they applied on 9/15 rather than 9/16 is truly screwed up. I can certainly see weighting applications differently that arrive in September, October, and November.

That said, if you're ready to submit tomorrow, then you're ready today.
