It should be a priority for an aPD to be actively looking for ways to improve the program. And as a medical student, you would hope that the staff at your home program can speak candidly and in an unbiased manner when giving advice about residency program selection. But still, it would be weird to do these things publicly.
In any event, your PD really is kind of the "top of the food chain" here. If it's still bothering you, you could mention it again and ask your PD for his perspective on these kinds of discussions. But I wouldn't go to the chair of the department or anyone else, both because I think it's unlikely you would get the result you're hoping for and because you're going to need your PD's support going forward as you look for jobs and you don't want to leave a bad taste in his mouth.
