Like many things you will hear from recruiters, I think global outreach exists in concept, but the reality is something different. Doing this would depend on if you're part of a command that gets tasked to do it, and if you have a specialty that is needed for the mission- but not too needed, because you're not likely to be sent if no one at home can do your job. The process works very similar to getting tasked for deployments, only the destination and duration are different.
The Navy has sent the Mercy and the Comfort on humanitarian missions to Indonesia and South America in the past few years. They sounded like interesting work, but less so to someone who may have just gotten back from Iraq, and is looking at going back in a year. A recurring thing you may find with work in the military is that there are good deals, but it's difficult to prescribe them. Just enjoy the ones that fall in your lap.
Furthermore, I doubt that GMO/FS are typically tasked for this kind of work since it's largely the MTFs that get tasked with these sort of missions. That's not to say that you may spend some time treating indiginous people while on deployment, and that's kind of what you're talking about.
