No. If you are a GMO assigned to a Marine unit, your CO bottom lines your leave.
 
@Cooperd0g is right. USMC is who bottom lines it.

The DH may be concerned about the hit the clinic will take with available appointments and access to care. Perhaps that is what he is blaming on DHA stuff.

Ultimately the DH will just have to deal with effect on clinic as you don't officially report to him or her. That being said, 85 days of terminal leave is very large for a junior officer so I can understand the concern. Someone should have recommended that you spread out your leave. Even 10+ year staff at hospital aren't allowed to take that much, but then again they are under direct chain of command. Remember that earning leave is a right, when/how you use it is a privilege granted by CO.

So ultimately you can likely take whatever your USMC chain of command will give you. I just wouldn't dog on the DH too much for being concerned about the hit on the clinic. Although, if they are a good DH utilizing green side providers in the template then they would not be reliant on you to maintain access to care....they should just be happy you can provide your additional services while you are there.

It's not civil to try to keep you in their grasps on your way out. You did your time and the clinic will manage without you.

You have earned that leave the same as you have earned the dollars DFAS deposits in your checking account. Selling your leave back to the military is a bad deal and you shouldn't ever feel obligated to do that instead of taking it as leave in order to "help out" the military. Moreover, your opportunity to take that leave has thus far been limited by deployment. It is not your fault that you have a high leave balance - it's to your credit that you've worked so much with so little time off over the last few years.

So - work in good faith with your DH to schedule that leave so that the clinic is minimally disrupted. If the DH won't permit you to use it all before separating, have your reasonable and willing CO bottom line it and to hell with the DH.
 
Could be worse. They could stop loss you and give you plenty of time to take your leave. Seriously, that guy isn’t in your leave approval chain and is being a jerk so don’t work with him. Just inform him of your approved leavez
