You are correct that there are many types of hemivertebra and the approach to treatment varies. Unfortunately, most congenital scoliosis eventually needs surgery.
That being said, there is a lot of bad information out there about spine and scoliosis, so be careful. The Scoliosis Research Society is a good resource (www.srs.org)
There was a recent article in Spine that detailed this:

Also, I would recommend you look in a general orthopaedics textbook and read the section on Congenital Scoliosis. For example, Campbell's has 20 pages or so on congenital scoliosis and its a good place to start.
