working as a foreign ortho specialist in the MA, Boston? is it possible?

for someone who will do his residency outside of the USA , is it possible afterwards to start working as a specialist in MA, Boston?
do you have to do two years if you're already a specialist?
is a limited license only for interns or could a specialist get one too?
