Why does PvO2 decrease when Flow decreases?

Kaplan says that a fall in PvO2 or SvO2 % indicates that the patients O2 consumption increased and/or there was a fall in Q or CaO2 or both.

I don't get the bolded part. Why would a fall in flow decrease venous blood O2?

Less flow = more time for the tissue to extract oxygen
