Who allows Volunteer Rotation to US Citizen IMGs?

Who allows Volunteer Rotation to US Citizen IMGs? Please name a few hospitals/ states, if you know them. Thanks. [This is to obtain some US Clinical experience for about a year, before joining a residency. I've heard that, if you are not a US Citizen, then for all practical purposes, rotation doors are closed for you, a vanila IMG. However, if you are a US Citizen IMG, then some programs welcome you].

Also, are there any borderline states in Canada, that offer rotation to ECFMG-Certified IMGs and will a US Residency program consider this, north-American-continental Medicine experience, as equivalent to a US Clinical experience?
