This may be a dumb question but what is difference between MS/C and MOT and which one is better, or does it even matter. I usually see MOT or OTD but one school i am interested in offers MS/C.

I dont know if you mean MSc. or MS/C. It just the British version of masters of science abbreviated (MSc.) its just like an MS or MOT its the same stuff. Which school in the US is offering that??

The school is the Univ. of Illinois at Chicago or UIC they call it a master of science certification program i have not see any other school word it in this manner its a bit to strange to me.
