What are my chances? What can I do to strengthen my chances?

GPA: 2.4
Science GPA: 2.5
University of Toronto
300+ hours of dental shadowing from 4 dentists
200+ hours of volunteering
200+ hours working at a dental clinic

I have multiple pre-reqs below C as well. I know this is very dentrimental, but what should my plan of action be? Masters? Post Bacc? Retake the prereqs I got below a C in? Thanks for any answers!

In the US, any prereq must be completed with at least a C, so the fact that you must retake the ones with below a C isn't even a subject of debate. You should try to get an A on the retake attempt.

You could do a master's. There are special masters programs that advertise a guaranteed interview if you excel in them, but that is putting all of your eggs into one basket. If you end up still not getting into dental school after completing that masters program, it ends up being a total waste.
