How easy is it to get instate tuition at Rutger's dental school after a year? My friend did, but she also married a New Jersey resident during her second semester there...so...

Very easy. I hear some people didn't even need to wait the full year. Ask your future classmates when you start.

Not hard. I think you will need to live in NJ for atleast one year before declaring your residency there
