Too late to apply for 3-year HPSP?

I applied for the Air Force HPSP 3 year scholarship during my first year at NYU, but did not get the scholarship. Fall semester starts at the beginning of September and I would like to now apply for the 3 year Navy HPSP or possibly the Army HPSP (been told both are less competitive than the Air Force).

My question is:

I assume I've missed all the boards that meet to decide who to get the scholarship, but is it possible to apply still for the 3 year, or just the 2 year?

a friend of mine in my class (class of 2010) was told he was too late to apply for the AF 3-year (as of last feb or march) and there were not going to be any 2-year scholarships offered b/c quotas had been met with 4 & 3-years.
