Timeline: Step 3

When is Step 3 taken so those without an American citizenship or a green card can be eligible for a H1b visa? How many months before the start of the interviewing/matching process should Step 3 be finished?

My understanding is:
Step 1 - summer between 3rd and 4th year
Step 2 - summer between 4th and final year
