Does anyone know if surgery gives courtesy interviews for doing away rotations? Any insights are greatly appreciated.

Not sure, but my feeling on this topic in general is that courtesy interviews are not desirable and certainly not a reason to choose an away rotation site. If they want you they will grant an interview. If they don't want you, why would you want to waste your time and money schlepping over there for an interview?
