In a private practice setting, while calculating the base salary are the number of hours spent on-call/hospital rounding counted towards total number of hours worked?
Or is the salary decided only based on number of clinic hours worked?

I'm hospital employed, but basically for me the base is calculated by looking at last yr's production/revenue generated and attempting to replicate that. Then you get a bonus for productivity beyond the "expected."

Thus, it doesn't matter what type of billing you are doing (hospital/newborn, on-call, office, whatever), if you are making money you are making money.

The call schedule is just pretty much divided amongst the practice's doctors anyway
