Can one do residency alongwith MPH?

Yes, you can. Several residency programs allow you to complete a MBA or MPH during the residency. Try searching for the residency programs that you are interested in on FRIEDA, and the profile for each residency will indicate whether they provide MBA/MPH training.

do one also have to give gre for combined residency/mph program

No. Most MPH programs will accept either the GRE or the MCAT, so the GRE isn't needed.
 
Also, you can get your MPH if you do a preventive medicine residency. Some places offer a combined residency (such as medicine/preventive medicine, etc). Dartmouth offers just about ANY combination with PM (even path, rads, ortho!).

PM residencies are typically 3 years (one academic, one "clinical" - aka, intern year; and one doing a practicum). If you do a combined program, your intern year is taken care of. During your academic year, you earn your MPH.
