Not always. College is different from high school. A kid who gets into a good BS/MD is likely to be bright and hardworking, and assuming he continues the trend his college record should reflect that, but it isn't always the case. There are lots of factors that play into it.
I'd imagine that's probably fairly true, on the whole. College requires a lot more work to excel at, though. You can rock high school without a brainstem, but college is going to take some effort.
