Without over-analyzing the poll choices, which option seems to be the most agreeable on first glance? That is, putting yourself in the shoes of a bureaucrat that spends all of 3 seconds reading over an email before approving / denying a request to overload on credit hours, which phrasing are you most likely to accept? I'm thinking 19+3 since 19 feels small in the sense it's below 20 while 3 is a very auspicious number. Although according to http://www.theguardian.com/science/2014/apr/13/favourite-number-survey-psychology, maybe 18+4 is better since apparently odds are bad & evens are good. Thanks in advance.

Eh I just went through and picked by gut feeling.

picked 18+1, 21, 22, 19+3

I don't see a pattern.
 
Go with simplicity
22 feels better than having to put in effort to solve an addition

Seems like simplicity is favored here. As such, 19, 21, and 22 will be the only options that count. I'd edit the poll but there doesn't seem to be an option to remove choices. All else equal, 22 is obviously the preferable option but maybe 21 is considered more favorable as it's a multiple of 7. Voting ends at 10 pm.
