Private clinic renting in public hospital

In a recent site visit for a pediatric primary care job, I came across a private clinic renting from a public hospital. The hospital serves about a half million people and is in an underserved area. Across the hall from this clinic was private ob/gyn renting space.

Can someone explain this model to me?
