Pick up date is best practice, insurance will generally allow you to fill sooner (based on previous claim date) but that doesn't necessarily mean you should.
And actually I just had a talk about this at work. I was told that you should go by the last fill date instead of pick up date, which makes sense. 9 out of 10 times, the fill date is the same as the pick up date but there are very, VERY FEW folks that don't pick up their CIIs the day we fill it. So best practice is to go by the fill date.
