No... F30 are for MD/PhD students, and typically prepared during graduate school years (3rd or 4th into the program). There is an eligibility cap for submission within 48 months from matriculation. To be competitive, you must already have a mentor, project with detailed specific aims, a tiny bit of preliminary data, a training plan (beyond studying a MD/PhD at particular institution), and some grades from medical school to show that you are able to do well. Not just a walk in the park, but a lot of deliberate hard work.
