Top programs appreciate geographic diversity
Away rotations do not help you impress unless you do a substantive project

I know of multiple non west west coast applicants who have match at competitive west coast programs, as previously stated the bigger academic programs may not have as much regional bias as the smaller community programs understandably, I think doing an away can definitely help if you specifically seek out the PD and meet with them regarding your interest in the program/ moving to west coast
