LOR AND CHAIRMAN's letter

Turns out I only have two really good LOR and a chairman's letter - I'd rather not use the other LOR I have -

I was wondering which internal medicine programs require 2LOR and a chairman's letter and which require 3 LOR even if you have the chairman's letter -

I know there's plenty of programs but has anyone ever had that problem and which program was it with.

Correct me if I'm wrong...but what is wrong with having a Chairman's letter?
You have 3 total, so just submit those 3.

Is a chairman's letter looked down upon or something?

I dont think it's looked down upon - I'm just worried because I've heard "some" programs want 3 LOR and the chairman's letter.
