LOI - before or after committee decision?

What do you guys think. Should the LOI be sent before the committee makes a decision or after (i.e. waitlisted)?

I plan on sending mine before. The school I am sending it to does not do rolling admissions though. That may make a difference.

On a side note, would anyone be willing to critique my LOI?

I think after. There's a certain "veil of uncertainty" that makes people more attractive, at least initially.

I have heard the opposite from most people who talk about LOI's. most people think an LOI can make you more attractive, so it should be sent before the decision.
