Locums red flag?

If a locums agency declines to put in writing that they won't present my CV to facilities without my permission, is that a red flag? Discuss.

Absolutely. Who knows how many people they will send it to. Then if you go to work at a facility that they presented you to without their knowledge, they will claim they are owed a finders fee whether or not that actually got you a job, which will negatively effect your hourly pay and/or signing bonus.
