and like teachers, physicians' performance quality has a large component which is outside of their control (patient behavior).

If my performance was adversly impacted by diabetics who insist on eating sweets ect, I wouldn't want it publicly published as "my performance" either.

Of course, this wouldn't be a problem for either groups if we could refuse service to people who didn't want to carry their load.
