Late application or incomplete application

Hello!
I’m an US-IMG, I graduated June 2017, step 1: 229, CK:227, CS passed, all on first attempt. I started an internship in July that count as US clinical experience. I want to apply to OBGyn this year, but I’m having some issues with my LOR’s and they will be uploaded later than I thought. Should I wait until I have all the letters and send the application late in September, or should I send it without the LOR’s?

Upload all the letters you can, apply when the application opens (i.e. you should submit before Sept 15th). Don't wait until late in September, because you will already be placed at a disadvantage.
